It seems that all the approaches suggested in the later part of this article to fix the problem are socialistic. The real solution of job preparedness/training is dimissed. Because of that the problem will persist.

If the situation is even worse for Latinos (over 60% in low paying jobs), then why is the focus of the article on blacks?
